The former acting Head of Legal and Deputy Head of Legal (Regeneration and Governance) at Blackpool Borough Council, Gemma Duxbury, has joined Forbes Solicitors as a Senior Associate.
Based at the firm’s Central Lancashire office, Duxbury will advise on contractual, procurement and governance matters, focusing mainly on the public sector and local government.
Duxbury, who had been at Blackpool for a decade, said she was excited to work with Forbes Solicitors on expanding the firm’s services to public and third sector clients.
The law firm said the move was in response to an increase in demand for the services its Governance, Procurement and Information team provides as well as being part of a wider strategy to grow its client base across the north of England and nationally.
Forbes Solicitors highlighted Duxbury’s specialisms in:
- Creating and advising local authority companies
- Procurement processes

- Building and regeneration projects, including infrastructure
- Commercial contracts
- Freedom of information and GDPR
- Commercial property transactions
Daniel Milnes, Partner in Governance, Procurement and Information at Forbes, said: “We are delighted to welcome Gemma to the firm. She has an established reputation and we are already seeing her experience and knowledge working for our clients and strengthening our team.”
